Background of the Study

Security threats have become one of the most significant challenges to the electoral process in Nigeria, particularly in regions experiencing ongoing conflicts. Gubio Local Government Area (LGA) in Borno State, located in the northeastern part of the country, has faced severe security challenges due to the activities of insurgent groups such as Boko Haram. These security threats have led to widespread displacement, loss of lives, and significant disruption of daily activities, including the electoral process (Dantata & Aliyu, 2023). The ongoing insecurity in Borno State has created an environment where voters feel unsafe to participate in elections, leading to voter suppression.

Voter suppression refers to the systematic efforts or obstacles that discourage or prevent eligible voters from exercising their right to vote. In regions like Gubio, where violent conflicts and threats of attacks are commonplace, many voters are discouraged from going to polling stations. This phenomenon is particularly concerning in an era where electoral participation is critical for the legitimacy of a democratic system. Previous studies have shown that insecurity can significantly influence voter turnout and participation in elections (Sani & Musa, 2024). This study aims to investigate how security threats in Gubio LGA have affected voter suppression, exploring the mechanisms through which security concerns deter voter participation and the broader implications for democratic processes in the region.

1.2 Statement of the Problem

In Gubio LGA, security threats have created an atmosphere of fear, which has led to a significant decline in voter turnout. Although elections are critical for the selection of leaders, insecurity has been cited as a major barrier to electoral participation. Voter suppression, as a result of security threats, undermines the legitimacy of the electoral process and challenges the democratic fabric of the nation. The relationship between security concerns and voter suppression in Gubio LGA remains underexplored. This study aims to bridge this gap by examining how security threats influence voter suppression and the consequences of this phenomenon on the electoral process in Gubio LGA.

1.3 Objectives of the Study

  1. To examine the impact of security threats on voter suppression in Gubio LGA.

  2. To assess the extent to which security threats in Gubio LGA affect voter turnout and electoral participation.

  3. To identify the specific security challenges in Gubio LGA that contribute to voter suppression.

1.4 Research Questions

  1. How do security threats in Gubio LGA influence voter suppression?

  3. What specific security challenges are most responsible for voter suppression in Gubio LGA?

1.5 Research Hypotheses

  1. Security threats in Gubio LGA significantly contribute to voter suppression.

  2. The level of insecurity in Gubio LGA is inversely related to voter turnout in elections.

  3. Specific security challenges, such as insurgent activities and displacement, have a greater impact on voter suppression in Gubio LGA than other forms of insecurity.

1.6 Significance of the Study

This study is significant as it will provide an in-depth understanding of the impact of security threats on voter suppression in conflict-affected areas like Gubio LGA. It will help political parties, policymakers, and security agencies understand the extent to which insecurity undermines democratic processes and disenfranchises citizens. Additionally, the findings will contribute to the development of strategies aimed at improving voter participation in conflict-prone regions, thereby enhancing the credibility and legitimacy of elections. The study will also provide insights into how security measures can be improved to safeguard voters during elections, ensuring that citizens' right to vote is not compromised.

1.7 Scope and Limitations of the Study

The scope of the study will be limited to Gubio LGA, Borno State, focusing on the influence of security threats on voter suppression in the region. The study will examine the effects of security challenges such as insurgent attacks, military operations, and displacement on voter participation in recent elections.

Limitations include challenges in obtaining reliable data from affected regions due to insecurity and possible reluctance of respondents to participate in surveys due to fear of reprisal. The study will also be limited to the most recent elections, which may not fully capture the long-term trends of voter suppression due to security threats.

1.8 Operational Definition of Terms

  • Security Threats: Any acts of violence, terrorism, or instability that create a fear of harm to individuals and communities, leading to a disruption of normal activities, including elections.

  • Voter Suppression: The discouragement, intimidation, or prevention of eligible voters from participating in the electoral process, often through external or systematic barriers.

  • Insecurity: The state of being unsafe or threatened, particularly in the context of violent conflict, terrorism, or lawlessness.
